They are under the Reporting menu because usually reporting differs
from the transactional operations done by health professionals. It is
used more by the authorities of the institution or government.

I can not reproduce the error. In which version are you having this
problem ?
 
I have run the report with no specialty associated to health
professionals and I don't get any error either.
