Ah, I just went over https://www.gnu.org/software/guix/manual/html_node/Running-Guix-Before-It-Is-Installed.htmlwithout questioning the need or usefulness of running the daemon in this particular case. Still unfortunate that it defaults to building *everything*.
With only `./pre-inst-env guix system reconfigure /etc/config.scm` things work now.
