Unfortunately I don’t see any way to do it. :-/
It was designed to allow it, but a subtle bug fixed in
52c0c82f52ff8dd8165b86fd53988fba39664d7e led to ‘file-name’ being
ignored during bootstrap.
However we should definitely fix the URL in ‘core-updates’.
