[Groff] tmac man pages

The directory <groff_source>/tmac/ contains some man pages that should
be moved to a different location.  If there aren't any objections I 
will do the following:

- Move all man page source files from tmac/ to man/.

- Create the following man page links (via .mso) for the classical macro 
packages:
groff_me.7   me.7
groff_ms.7   ms.7
groff_mm.7   mm.7

- Not sure about groff_mdoc.7.

- Don't link man(7); for it is used by the man package unfortunately.
  Don't link the man pages for the newer groff macro packages.
