Summarizing, the main intention is share code , but not patent. So
anybody can use the code and method for their own private needs
(including derivative works) and even share it with "neighbor".
But "public use" should be constrained by patent law.
Such restrictions would be against the rights of computer users, and
not acceptable. There is and should not be any difference between
private, and public usage, if there is, the program is not free
software.
