You might try to start with a complete tla source tree from Tom's 
archive as per
http://wiki.gnuarch.org/moin.cgi/Arch_20public_20archive
and build it (instructions elsewhere on the wiki).

When you have modified a sub-project and want to commit, then it is time 
to tag and to switch your work tree to your own <archive>/c--b--v. For 
instance, if you change something in the tla--devo--1.3 subtree then you 
do something like:

   *

tla tag address@hidden/tla--devo--1.3 tla--dwheeler--1.3

   *

tla set-tree-version <your archive>/tla--dwheeler--1.3

   *

tla sync-tree <your archive>/tla--dwheeler--1.3

and your are ready to commit changes in this sub-project to your own 
archive.

It might be useful to also tag the root project (dists--devo--1.0) and 
define your own multi-project tree configuration adapted from Tom's 
"emf.net/devo.tla".
