You have a point there. Perhaps current policy leads to people being 
more towards this http://www.catb.org/~esr/faqs/smart-questions.html as 
a certain treshold exists. On the flip side, project lacks personnel (to 
maintain the wiki, for example) and a level of helpfulness in the 
instructions might give the idea that any help is welcome.
