Follow-up Comment #2:
For cross compiling, Gnash uses a sysroot, which is easier than specifying all
the paths by hand. I frequently build Gnash on a x86_64 machine where
/usr/lib32 exists, and it's always been easy. Which distribution are you
building on ? I will test your patch and see what happens on my build farm.
