This would work nicely as a URL protocol.  Something like
[[image:scale=0.5:images/example.jpg]].  Another example is
[[image:height=500,width=300:images/example.jpg]].  Images that have a
link published to them instead of inlining could be
[[file:images/example.jpg]].
