Hmmmm... What happens after you (planner-update-wiki-project)?
planner-update-wiki-project copies the rules from
planner-publishing-markup onto emacs-wiki-publishing-markup, so you
should see the rules in emacs-wiki-publishing-markup in a planner-mode
buffer.
If desperate, edebug emacs-wiki-replace-markup and step through it,
using breakpoints or "h" to keep on evaluating
(while rules
(goto-char (point-min))
until you see the problematic rule.
