minibuffer-prompt-properties badly initialized

There is something wrong with the initialization of minibuffer-prompt-properties. Custom complains that it is 

  CHANGED outside Customize; ...

To see this start Emacs with

  emacs -Q

then do

  M-x customize-option RET minibuffer-prompt-properties RET

In GNU Emacs 22.0.94.1 (i386-mingw-nt5.1.2600)
