So the answer to my (implicit) question about which versions of
Texinfo the build process of Emacs should be compatible with is "The
version any Texinfo file in the distribution dictates."?

If that's the case, no problem, I'll update my Texinfo installation.
And I'll assume that a recent version of Texinfo can be compiled on
any platform supported by Emacs.
