My git timings were not scientific. Please do not use it verbatim. It
was used to just show the difference as a factor. git is fastest
followed by hg, based on repeated tests I have done. I am not testing
CVS because feature wise, CVS does not fall into dVCS category.

Just a thought: Since hg is supported by Savannah, why not Emacs enjoy
a hg mirror on Savannah? Should not take too much effort to set it up.

I would love another GNU package (bzr) serve all of GNU development
but IMHO, it is quite far from being there.
