Regarding whether C-a in a shell-buffer should stop before or after
the prompt,

I agree. I always was bothered by having to type the extra keystrokes
to move out of the prompt.
In the past, I customized my .emacs file to start two shell-buffers
when I first started Emacs; but I don't do this any more. I use
xterms instead. Save typing. One consequence is until this question
came up I did not realize that Shell mode no longer forces me to waste
keystrokes.
(3) It's basically only useful to go to the beginning of the prompt in
one situation: to copy part of a shell buffer to save it.
However, if you think the _frequency_ of doing this, as opposed to
simply wanting to erase your input, it seems pretty obvious that
you should optimize for the common case, not the uncommon one.
Right. That is the issue. I am happy to use M-b to back over the
prompt those times that I need to; but mostly I want just to go to
the beginning of the input line.
