KDevelop is nice, but it does have dependencies that are somewhat excessive (qt OK, kdelibs/mcop is pushing it).
Also, as to the DGDE, that is a separate project, because those who prefer the Unix development environment (and those who would like to move to it), and those who wish to continue to work in an IDE are different audiences. Also, I am not sure the DGDE, with its architecture, could seamlessly do this either (I think I wrote some in the tasklist on plugin provisions, like dynamic automake 'plugins' and m4 macros).
side note: Sorry Gopal.V, Mozilla 0.9.9 was not the greatest release in the world :(
