Well... Just to be honest beside GNUstep we indeed carry the full java
jre in our .app folder. We do this to really be sure to have the
java version on the system we need. We made some painful experiences
with bugs in java in the past so it is the safest way to go (for us).

Our Apps are not just tiny "hello World" apps. They are a "bit" bigger
it doesn't matter much (from a size point of view) if GNUstep is
embedded in the app or not. All components we use shall serve just
plainly the individual app not the system itself, nor should the
components of the app intersect with other (maybe similar) once
on the system, nor shall our apps modify the system itself and nor
shall similar components on the system influence/change the behaviour
of the apps. It is all encapsulated and self containing.
