You also need file tiff-3.5.7-bin.zip which contains the DLL file.
I actually unpack the gnuwin32 material into my /mingw directory - gcc can
find them there just as easily as putting them in the GNUstep hierarchy -
though you will need /mingw/bin on your PATH to run things (so DLLs can be
found).
