Yes. Try just building a basic page using standard structural tags to
define layout (H1, P, etc.) then use CSS classes to redefine them. That
way, it will degrade gracefully for text browsers.
Also, if you use anything remotely complicated (margins come to mind),
separate it into it's own CSS file, then do an @include of it from a main
CSS file. That will hide it from old buggy browsers (Netscape 4.x).
