If you have that, and if you want to use it, you can configure your
gnustep to use it - full instructions here

(this is a real FAQ - I've probably posted this URL ten times)
The default is like on the NeXTstep - Command is the key at the left of
the spacebar - but anyone is free to bind modifiers to whatever keys they
wish on the keyboard. You can even use different keys as modifiers for
different applications.

I don't think this can be done - it would mean that Command-Control is the
same as Alternate - while openstep allows you to use more than one
modifier at once - so all the following are valid and different
Control-a
Command-a
Alternate-a
Control-Alternate-a
Command-Control-a
Command-Control-Alternate-a
anyway it was an interesting suggestion.

It is already. You can use _any_ key on your keyboard as Command /
Alternate / Control. And it's very easy. As I said, you can even use
different keys as Command / Alternate / Control for different gnustep
applications.
