Yes - that is how it is supposed to work ...
Alt_L is your Command key.
To quit you press Command + q, which means Alt_L + q.

Might this be probably because the window manager is intercepting Alt_L +
h and doing something with it ?

This is correct - Control + q is Control + q, while to quit you have
to press Command + q, which is, Alt_L + q.
