Nearly. Local and *Network* as well, shouldn't be a subdir of System.
All directories which have an associated environment variable that ends
in 'ROOT' (eg GNUSTEP_NETWORK_ROOT) shouldn't be contained in another
'ROOT' dir ...

Exactly. Instead of '/LocalDeveloper' we have '/Local/Developer' and
'/Local/Apps' instead of '/LocalApps' ...
