CRC (Canadian Research Center - something like NSF) made this proposal to
the SDR Forum. As far as I know, it is not accepted yet, and they don't want
to release the code before it is accepted.
I am also implementing an SCA compliant SDR as my thesis and I am planning
to finish it by June.

I'm not sure what the scope of this is; I see SCA mentioned a lot on
the SDR Forum web site, which I've been reading recently, but I
haven't found out exactly what it includes.
I also am not sure to whom the proposal was submitted or what became
of it.
