This is intentional - if you enter something into a rest you are assumed
to know what you want and to put it there. It would be annoying if
denemo inserted stuff which you couldn't avoid. Note the same is true
for final barline - if you put a directive at the end you must also
explicitly put the final barline if you want it. Otherwise denemo could
be fighting with you.
