I have no clue about Vista Enterprise 64, but let me ask one question:
did you download the latest WinBoard installer, or did you try to
reinstall an old version that you had from your previous computer?  The
current installer at http://ftp.gnu.org/gnu/winboard/winboard-4_2_7b.exe
(released in 2007) definitely works on 32-bit Vista, whereas the old
one didn't.

If you're using the current installer, please report back with exactly
what error message or other failure you got.  "It doesn't seem to be
able to load WinBoard" isn't enough information to go on.

Also, you might try downloading just the WinBoard executable (without
the installer) and see if that runs by itself.  That will narrow down
whether it's a problem with the installer or the program itself.  You
can find a copy here:

Finally, unfortunately, I can't promise anyone will do anything about
this.  I really am not working on WinBoard anymore.  Possibly another
contributor will step in to help.
