Still not very clear so I am just guessing... You can, for example, include
makefiles in right order, e.g.,
# a.make
a_revision := 1
a:= $(a_revision)/a.so
# b.make
b_revision := 2
b:= $(b_revision)/b/so
# makefile
include a.make
include b.make
all: $(a) $(b)
