Ick. Then what does does \paper{ after-title-space } do?
My problem was that I always got a big vertical space between the header and the full score (consisting of a single system with many staves), and I wasn't able to get rid of it. Finally, I tried ragged-bottom = ##t which solved the problem -- lilypond no longer tried to distribute the available vertical space between header and the system.
I don't mind documenting this as a bug in section 10.4.2, but I'd like to get some comments from the other dev team members -- is this a bug that will be fixed soon, a bug that won't get fixed soon, or deliberate design?
