VFAT (long filename support on top of FAT) is supported by grub since
grub-0.5.94

There is a chinese company called Bluepoint Linux
(http://www.bluepoint.com.cn/), who distributes a modified version
of grub based on 0.5.94 containing additional drivers like NTFS, BeFS
and ISO9660 (cdrom).  It may be worthwile to look at this more
closely and ask them if they want to merge some of their changes.  

Sorry, I don't have a URL to their grub sources handy, I found them
surfing their home page (which was quite difficult, since most of
their pages are in chinese).
