I'd expect that a release is a tarball created by "make dist", so that it
contains all the distributed files, not only primary sources.

A "release" should contain all the files copied in from gnulib, all
Makefile.in's, etc.

Perhaps making "releases" is better idea.  If you are willing to bootstrap,
you can probably use anon CVS.
