[bug-grep] Behemot grep build system upgrade patch

Hello,

I have completed work on a build system upgrade patch
for grep.

This means that old stuff in lib/ and m4/ has been
completely removed, and got replaced by latest gnulib
and gettext stuff.

Also, the build system has been completely changed,
replacing old deprecated macros with new stuff, and
setting up things for automatic gnulib-tool --import
modules update.

Old configure.in is now configure.ac.
Old autogen.sh is now bootstrap.sh

Issue which remains open is about translations.
I have removed lib/*.c from POTFILE.in, maybe I was
wrong though.

Please test and review.
The problem is, the patch is more than 1MB. Should I
post it here nevertheless?
