Details:

This patch offers a new grep build system based on gnulib-tool.

Old stuff in lib/ and m4/ has been completely removed, and substituted with
latest gnulib and gettext stuff.
The grep-specific macros have been kept in m4grep/

Please test and review.

Yes, the patch is 1MB big.
