I found the bug, seems to be a pilot error:

I finally sat down and updated from cvs yesterday evening, now I ran
GNUstep.[c]sh and found the difference: I used 'env' in both shells.
Running '/usr/bin/env' in both shells leads to the observed behaviour
while running 'env' in csh and 'set' in sh shows the same env vars for
both shells.
