I can't find a sample public domain license to copy in the gnulib
tree, so I used this boilerplate code from the GCS and replaced the
GPL notice at the top of dummy.c with it:
Copying and distribution of this file, with or without
modification, are permitted in any medium without royalty
provided the copyright notice and this notice are preserved.
Is that OK?
(I then put this dummy.c in build_aux/ and copy it into lib/ in the
func_fini hook of bootstrap.)
