I haven't done a survey and so can't make an authoritative statement
about "most", but I'll bet that most packages which include INSTALL in
the source repository have an out-of-date INSTALL file. I just
switched findutils to using automake's version of INSTALL (by removing
INSTALL from the git repository) for this reason.
