Most GNU packages have an INSTALL file. That's where I look first for
installation instructions.
gnulib is not something you install. Ever.
I guess we mean different things by "install". I just mean "set up in such a
way that I can use it without special arrangements". In the case of gnulib,
that seems to mean adding gnulib-tool to my PATH.
(It's interesting to note that in the GNU project "install" sometimes means
"add a file to a code base.")
