Thanks for your pointers to your FAQ. I found out that I needed to set LC_ALL 
and then gettext does the correct things for my words (e.g. Maßstab).

PS: Perhaps you should link to your FAQ from the official GNU gettext page? 
(or maybe I have overlooked it yesterday).
