you might try various builds of tar, preferably those meant for Windows,
not for MSDOS. (I don't have much experience with them, sorry.)
Try these projects:

http://gnuwin32.sourceforge.net
And prehaps also:
http://www.delorie.com
A hint: I think it's enough to try "tar tf tarfile.tar" on the Windows
machine to see the filenames stored in the tar, it's not necessary to
transfer the file to AIX.
Another idea: if tar fails, another possibility might be to use info-zip,
which can also be compiled on Unix hosts. (see www.info-zip.org)
