I'd recommend that you upgrade to gettext 0.12.1. Non-ASCII msgids are
supported since gettext 0.12.

0.10.35 is unusable for Asian languages.

We introduced this limitation from 0.10.36 to 0.11.5, because at that
time the xgettext program and associated tools did not support non-ASCII
msgids - they produced incorrect POT files for these cases - and the
various PO file editors were not ready for UTF-8 encoded PO files.
