it seems as if you made a small mistake; I'd expect something like this:

tar czf foo/bar.tar.gz foo --exclude foo/bar.tar.gz

Could you please try the latest development version?   tar 1.13.25 is
available from

ftp://alpha.gnu.org/gnu/tar/tar-1.13.25.tar.gz
