Now we have the \header { } entries, something like

   head (all pages)
   footer (all pages)
   copyright (extra on first page)
   tagline (extra on last page)

wouldn't it be good to change this (we still need to rename \header,
and we're already 1.4, ugh) to

   beginheader
   header
   endheader

   beginfooter
   footer
   endfooter

(and we could still have aliases/synonyms tagline and copyright maybe?)
