GNU Gettext comes with a macro AM_GNU_GETTEXT (documented in the gettext
manual). There is no pkgconfig gettext.pc file, because pkgconfig is too
ill-designed.

If you want to build a particular library, look at the build instructions
of that library. AFAIK, GNOME uses a modified (and renamed) variant of
AM_GNU_GETTEXT that they ship within GNOME.
