That's intentional. Use 'make dist' to force the creation of up-to-date
.gmo files; .po files change so frequently, take enough time to compile,
and have little to no bearing on day-to-day development, that there is
intentionally no rule to keep them up-to-date except as part of bundling a
distribution.
