Your server runs Ubuntu 13.10, which has just been released. For some reason, version 13.10 behaves differently from version 13.04.
Bibledit-Web does not yet support Ubuntu 13.10.
On the server, it is possible to get at least to the login screen of Bibledit-Web, but it displays unusual information there, and the default login does not work, or it works partially, and gives a lot of error message.
Bibledit-Web has been well-tested and is stable on Ubuntu 13.04. Putting that on your server will get Bibledit going.
As to Ubuntu 13.10, it may need some time to iron our their bugs.
