In April 2006, I think Ralf asked similar question and I tried to
answer as best as I could.  From my perspective, a functionnality
developed on a branch needs to 

   1) be well-tested,
   2) have a well-documented patch (e.g. following the accepted
      programming methodogy),
   3) be reviewed by the "core" developers, (e.g. Tim), for acceptance
      or rejection.
