I got my XEmacs from the netinstaller using default options (in
particular native build)

I tried to load them in the order you proposed
I got an error with tex.el, latex.el, and text-jp.el
"cannot open load file: tex-site"

I got all the *.el files from my unzip directory of AUCTex.
tex.el, tex-style.el, and tex-jp.el are only present in this directory,
latex.el is also present in the package dir of XEmacs
