The work on wget's codebase is still incremental (each commit is an incremental
change, right !?). Wget2/libwget is something new. There were *at least* two
projects in the past to make wget work parallel, both didn't make it for
reasons. Don't forget - there are literally millions of scripts and command
lines in production using wget. A tiny change in behaviour may break many of
them in subtle ways (not OK). Wget2 is incompatible to wget in subtle ways
(just consider timings), but that is OK as both tools will exist in parallel
for an unspecified amount of time.
So yeah, the "jump" from wget to wget2 was a decision from despair. There
weren't the resources to do it incrementally. Creating new code/design from
scratch was the way to go - the alternative was not doing anything.
