Details:

Some networks (for example FreeNode) support MONITOR[0] to be notified when a
user comes online or goes offline. 

Compared to using ISON periodically, this would save bandwidth.

MONITOR gets announced in ISUPPORT, so checking for its existence wouldn't be
hard.
