Follow-up Comment #1, bug #21234 (project weechat):

I can confirm that I see this too using 0.27-dev.
It also seems to happen if the buffer isn't long enough to display a
multiline message without scrolling.

I added an extra check to gui_buffer_is_scrolled() to check the
start_line_pos. Not sure if that is the correct thing or not though. Seems to
have worked for me...
