Details:

Manual redrawing is a frequent enough operation for me that I believe it
deserves its own command, `/redraw`.

When using weechat-curses under GNU screen the status and window bars
frequently get corrupted during a server disconnect, and weechat's Ctrl-L
fixes it but is Yet Another Keybinding To Remember. I'm a Vi(m) user so a
keybinding would be okay to me if Ctrl-L was already a familiar mapping for
window redrawing, but it isn't. It's easy to forget Ctrl-L, but `/redraw`
isn't so easy to forget (and in any case, it would be discoverable with
`/help`).
