Details:

Here's how I see my idea working:

You would need one more plugin setting, a "default server language" list.  It
would be used as follows:

Running '/aspell enable lang...' in a server window will set the default
server language.  Any channels that are not internally marked as 'disabled'
and which do not have their own language set would spellcheck using these
languages.

Running '/aspell disable' in a server window will unset the default server
language.  Any channels that are not internally marked as 'disabled' and
which do not have their own language set will not be spellchecked.

Running '/aspell enable' (with no languages) in a server window will have no
effect (print a warning).

Running '/aspell enable lang...' in a channel would override the default
server language and set the language explicitly for that channel.

Running '/aspell disable' in a channel would mark it internally as 'disabled'
so no spell checking is done at all.

Running '/aspell enable' (with no language) in a channel would undo a
'disabled' marking, so spell checking would be done using the default server
language.
