Don't know.  I think it's up to us to make it active if we want it 
active, though. :-)

There's a place for both design and coding.  Surely we have a lot more 
to design, no doubt.  However, having a Java API for Goldwater would 
be useful regardless...I think it has value even outside of the VRS 
project.  I am itchy to code something, and that was something Chris 
requested...
